Incredible footage has emerged showing the moment NSW SES crews rescue a horse stranded in neck-deep floodwaters in Sydney.

The horse was tied to a rubber boat and guided slowly back to safety as waters lapped at its neck.

Evacuation orders are impacting more than 30,000 people, with some suburbs on the Hawkesbury river, including Windsor, experiencing their fourth major flood in 18 months.

The suburb is among those impacted by a shutdown of the sewage pump system that has led authorities to advise people to avoid all contact with floodwaters for a minimum of 48 hours.

Impacted regions include Windsor, South Windsor, McGraths Hill, Pitt Town, Bligh Park, Windsor Downs and Clarendon.

Heavy military vehicles were rolled out onto Sydney streets on Monday to assist with the damaging flooding.

More than 100 Australian Defence Force personnel have been tasked with assisting evacuations and conducting welfare doorknocks.

Two ADF helicopters were also deployed for the purpose of night searches as water levels continued to threaten communities.

An evacuation order was issued around 8am on Tuesday for Shanes Park in western Sydney.

Properties along Shanes Park Rd from Whites Rd to the causeway just north along Shanes Park Rd, Shanes Park along Whites Rd and along Sth Creek Rd near Whites Rd.

A “leave now” order was issued into Monday evening for low-lying areas in Woronora and Bonnet Bay, Georges Hall, Moorebank, Liverpool area, Lower Portland, parts of Chipping Norton, McGraths Hill, Mulgrave South, and Vineyard.
