Fremantle Port facing closure for 48 hours with workers striking, plunging fragile supply routes into doubt

WA’s critical gateway to the sea — Fremantle Port — is set to face closure for two days from this weekend, sparking chaos for the State’s fragile supply routes, with key workers walking off the job over demands for 18 per cent pay rises over three years. The industrial action is an escalation of negotiations with pilot transport workers and traffic operators, who are demanding three annual pay rises of six per cent, to bring Fremantle into line with other regional WA port pay rates. But the 48-hour walkout, starting on Sunday morning and which will see pilots unable to get to ships and traffic undirected through the port, is set to cause headaches for Perth, with more than 20 maritime movements scheduled for the period. The move comes after a meeting where the workers — members of the Maritime Union of Australia or the Australian Maritime Officers Union — rejected the Authority’s latest deal and resolved to strike. That offer was understood to be the same as previously rejected pay rises of 3.5 per cent a year for the next three years but with an additional $1000 in the final year. The approved industrial action for the workers expires next week after the Fair Work Commission gave the green light in June for the 40 pilot boat operators and vessel traffic services officers to be balloted about taking protected industrial action. Pilot boat operators take pilots to and from merchant vessels, to assist in guiding ships in and out of the port, while traffic services officers are responsible for scheduling, surveillance and communication related to ship movements. Kevin Sneddon, a senior industrial relations lawyer who has negotiated on behalf of the workers, said they had borne the brunt of “an oppressive wages policy” for years. The workers are directly employed by the Fremantle Port Authority, a Government trading enterprise making them public sector workers. From 2017 to last year, they were subject to Labor’s restrictive wages policy, which included four years of flat $1000 pay rises, followed by two years of salary bumps of either three per cent or $3120, as well as a one-off $3000 cash bonus. “They have fallen behind other Port workers, both in Western Australia and across Australia, and have been left with no choice but to exercise their right to take industrial action,” Mr Sneddon said. “Without significant movement on the part of Fremantle Ports this group of workers are preparing for a long summer of industrial action that will see freight at the Port significantly impacted. “Fremantle remains one of the busiest Ports in Australia and this group of workers ensures that it is one of the most productive. “It’s time for their employer, and the State Government, to get their heads out of the sand and make sure this critical group are properly recognised for their work.” Both groups are critical to the functions of Fremantle Port, which moves a huge variety of goods — from cars and clothes to furniture and electronics – in and out of WA. Fremantle Ports Authority chief executive Jodie Ransom confirmed the agency had received notice of the industrial action. Ms Ransom said Fremantle Ports would work with their stakeholders to minimise impacts to the community and customers arising from the stoppage. A State Government spokeswoman said it was “closely monitoring the situation.”. “We understand the Fremantle Ports Authority has been negotiating with the union in good faith and will continue to do so,” she said. “We have received assurances from Fremantle Ports that they are working to mitigate any potential impacts of planned industrial action.”
